L&N RR. 31 Order

The Story on this order is that one of the trains was running late, and the dispatcher has ordered the trains to meet at a different location. In which a "31Order" would be required. Normally the trains would have meet at Salmon with #1 taking the siding. A "31 Order" is mandatory in this situation because the train crews of the opposing trains had to know exactly how to handle the meet; also the order could'nt be "hooped-up" ,the trains recieving the order had to stop and the Conductor & the Engineer sign for the order, with the Conductor signing first.
